While Turkey’s system for buying property is transparent and well-regulated, for foreign buyers, it’s best to follow specific steps to protect themselves and their investment.

Here’s a practical, step-by-step guide for anyone wondering how to buy property in Turkey. Think of this as your roadmap for househunting in Turkey and ultimately buying a home in this beautiful country and refer to it as a way to stay calm, informed, and legally secure.

Step 1: Determine Your Budget and Goals

Before looking at listings, clarify:

  • Your financial limit (including taxes, fees, insurance and legal costs)
  • Whether the property is for residency, holiday use, or investment
  • Calculate annual costs for upkeep and maintenance
  • If you are planning to rent it to others, research the rules on renting out in Turkey. 
  • Long-term plans: Will you pursue a residence permit or citizenship?

First of all, websites such as Sahibinden.com, which literally translates into “from the owner” could not be more misleading. Roughly 90 percent, if not more, of the properties listed on such websites are done so by real estate agents. Furthermore, in Turkey many homeowners and licensed agents alike, prefer to not list a majority, if any, of their properties online.

The Tapu office is where ownership is legally transferred. However, there are preparations that need to be completed through the government portal E-devlet on behalf of the property seller.  A title deed transfer tax, which is 4% and based on the property’s current value, is usually shared between buyer and seller. And, if applicable, the seller may be subject to capital gains tax. It is important to be transparent about the price of payment, not only is that the legal way to do it, but it helps the buyer in the long run, especially if the home is resold within five-years of purchase, which is when capital gains tax comes into play.
